Shivering disease victim

Everything I sit in a public place in these rows of metallic chairs which are on the same frame,someone sitting next to me starts involuntarily shaking /vibrating his legs and the vibrations are felt by everyone on the row.i find this quite annoying but don't want to seem rude and hence grin and bear the shake.
