#Ethiopia: #IDPs in Western #Oromia suffer from lack of aid, forced returns amid volatile security

For years, internally displaced people (IDPs) in Western Oromia, particularly in the #East_Wollega, #West_Wollega, #Kellem_Wollega, and #Horo_Guduru_Wollega zones, have been enduring dire conditions. However, relief operations are constrained due to security threats, exacerbating the crisis.

The majority of IDPs were uprooted from their villages due to the ongoing conflict between the Oromo Liberation Army (#OLA) and government forces, as well as recurrent attacks by the non-state armed militia called #Fano. Districts bordering the #Amhara region have been the epicenters of these displacements. According to recent assessments, there are an estimated 1.4 million IDPs residing in 141 camps spread over 11 zones and 96 districts in the Oromia region. Out of these, 753,674 displaced persons are in the four zones of Western Oromia alone.

One such heartbreaking story is that of Halima Ahmed, 29, who has been displaced twice within six years. In 2017, she was expelled from the Somali region due to political unrest and conflicts. After seeking refuge in Western Oromia, she managed to rebuild her life through farming. However, a cross-border attack in September 2022 uprooted her once again, causing trauma and leaving her and her two children homeless.

#Ethiopia: Blinken cautions “Eritrean forces must fully withdraw” from Ethiopia, says “both Ethiopia and #Eritrea must refrain from provocation and respect the independence, sovereignty, and territorial integrity of all countries in the region.”

Addis Abeba- #US Secretary of State Anthony Blinken cautioned “Eritrean forces must fully withdraw” from Ethiopia.

One year after a peace agreement, Eritrean forces continued occupying 52 Kebeles (districts) in north and north eastern #Tigray region where they continued committing atrocity crimes.

In his statement in connection with the first year anniversary of the AU brokered Cessation of Hostilities Agreement (COHA) between the Government of Ethiopia and the Tigray People’s Liberation Front (TPLF) signed in #Pretoria, South Africa a year ago today, Blinken said the “Agreement silenced the guns and ended a horrific two-year war that killed hundreds of thousands and forced millions to flee their homes.”

However, he acknowledged that “while TPLF forces have disarmed their heavy weapons and begun to demobilize, more actions are needed to bring lasting peace and stability to Tigray. Eritrean forces must fully withdraw.”

Secretary Blinken also said “both Ethiopia and Eritrea must refrain from provocation and respect the independence, sovereignty, and territorial integrity of all countries in the region.”

The US also repeated its earlier statements and said it remains “concerned about ongoing conflicts – in Amhara, Oromia, and elsewhere – that threaten Ethiopia’s fragile peace.”

“Continued human rights violations and abuses by multiple actors and the circulation of toxic rhetoric further erode a social fabric worn thin by war,” Blinken’s statement further said.

በዚህም አያሌ የአገው ተወላጆች ተገድለዋል ያሉት ነዋሪዎች የተፈናቀሉትም ብዙ እንደሆኑ ገልፀዋል።

ለOMN አስተያየታቸውን የሰጡት የዞኑ ነዋሪዎች የክልሉ መንግስት መዋቅር ይህን ፅንፈኛ ቡድን እየደገፈ እኛን እንዲያጠቃ እያሰማራብን ይገኛል ብለዋል።

የአገው ህዝብ ለረጅም ዘመናት ራስን በራስ የማስተዳደር የክልልነት ጥያቄ ማንሳቱ የገለፁት ነዋሪዎች፣ በዚህም ምክንያት የአማራ ክልል መንግስት እና የፅንፈኛው ቡድን ፋኖ የጥቃት ኢላማ ውስጥ እንደገባ ነው የገለፁት።

በአሁኑ ወቅትም ይህን ተግባራቸው አጠናክረው በመቀጠል ዞኑን ሙሉ ለሙሉ ለማጥፋት ከፍተኛ ጫና በማድረግ ላይ እንደሚገኙ ገልፀዋል። 

የአገው ህዝብን መሬት ለመዝረፍና ከአዊ ዞን ስር ለማውጣት ሰፊ ስራ እየተሰራ ስለመሆኑም ተናግረዋል።

በአየሁ ወረዳ ኢናቨራ ቀበሌ የሚገኘውን ሰፊ እርሻ በክልሉ ፕሬዝዳንት ትዕዛዝ በድብቅ በተዘጋጀው ካርታ ላይ ምዕራብ ጎጃም ስር ካስገቡ በኃላ ለሶስት ሰዎች እንደሰጡ ነው የተገለጸው።

ከዚህም ውጪ ከ3000 በላይ ሰዎች በአከባቢው እንዲሰፍሩ መደረጉንም ነዋሪዎች ተናግረዋል።

አከባቢው የፅንፈኛ ቡድኑ መሰልጠኛ ከሆነ እንደሰነበታ የሚገልፁት ነዋሪዎች፣ ከዚህ በመነሳት ነው ጥቃት የሚያደርሱብን ብለዋል።

እንዲሁም በጀዊ ወረዳ ከሚገኙ 3 ቀበሌዎች በሺህዎች የሚቆጠሩ የአገው ተወላጆች በፅንፈኛው ፋኖ ጥቃት ምክንያት ተፈናቅለው በቤንሻንጉል ጉሙዝ ክልል በተለያዩ አካባቢዎች ተጠልለው እንደሚገኙ ነው የገለፁት።

በተጨማሪም በትላንትናው እለት በወረዳው የሚገኘውን ሌላኛውን አራተኛ ቀበሌ ላይ ጥቃት እንደከፈቱ እና በዚህም በርካታ ሰዎች መገደላቸውን አንስተዋል።

የመከላከያ ሰራዊት ጥቃቱን እንዲከላከልልን ብንጠይቅም አጥጋቢ ምላሽ አላገኘንም ብለዋል።

በሌላ በኩል በዞኑ በዚህ ፅንፈኛ ቡድን አማካኝነት የሚፈፀሙ እገታዎች መጨመራቸው ተገልጿል።

ቡድኑ በሚያደርገው እገታ ከንፁሃን ዜጎች በተጨማሪ የዞን እና ወረዳ አመራሮችን ጭምር እያገተ እንደሚገኝ ነው የተገለጸው።

የአዊ ብሄረሰብ ዞን ነዋሪዎችም የፌደራሉ መንግስት ይህን ችግር በጊዜ መፍትሄ እንዲያበጅለት በመጠየቅ የዘመናት ጥያቄያችንን ምላሽ እንዲሰጠን በማለት ጠይቀዋል።

ጥቃቱ፣ “በፋኖ ታጣቂዎች ነው የተፈጸመው” ሲሉ የገለጹት የዐይን እማኞቹ፣ ድጋፍ እንዲደረግላቸውም ጠይቀዋል።

በቡሬ ወረዳ ያለውን የፋኖ አደረጃጀት እንደሚመሩ ለአሜሪካ ድምፅ የገለጹት ሻለቃ ጌታሁን በሬ የተባሉ ግለሰብ፣ ድርጊቱን ኀይሎቻቸው እንዳልፈጸሙ ጠቅሰው ክሱን አስተባብለዋል፡፡ “ድርጊቱ በፖለቲከኞች የተቀነባበረና የብልጽግና ፓርቲ በአደራጃቸው ፋኖዎች የፈጸሙት ነው፤” ብለዋል፡፡
