β Shamsher Singh vs State of Punjab, (1975): The term "governor" is simply a shorthand for "government," according to the Court. Thus, the courts have repeatedly found that the constitution does not grant the governor any powers beyond the council of ministers' advice.
β S.R. Bommai Judgement (1994): The judgement put a stop to a hostile central government's arbitrary removal of state administrations.
- The ruling found that the Assembly floor is the only arena where the majority of the government of the day should be tested, not the Governor's subjective opinion.

β In order to holistically address the LWE problem in an effective manner, Government has formulated National Policy and Action Plan adopting a multi-pronged strategy in the areas of security, development, ensuring rights & entitlement of local communities etc.
β Special Central Assistance (SCA) for 30 most LWE affected districts: The main objective of the Scheme is to fill the critical gaps in Public infrastructure and Services, which are of emergent nature.
β Special Infrastructure Scheme, along with Construction of Fortified Police Stations in the LWE affected States: The Ministry had sanctioned 400 police stations in 10 LWE affected States. Of these 399 of PSs have been completed.
β Assistance to Central Agencies for LWE management Scheme: Under the Scheme, assistance is provided to Central Agencies (CAPFs/IAF etc) for strengthening of infrastructure and hiring charges for Helicopters.
β Civic Action Programme (CAP): CAP in LWE affected areas is being implemented since 2010-11to bridge the gaps between Security Forces and local people through personal interaction and bring the human face of SF before the local population. The Scheme has been very successful in achieving its goal. Under the Scheme, funds are released to the CAPFs, deployed in LWE affected areas, for conducting various civic activities in the welfare of the local people.
β Media Plan: Under the scheme activities like Tribal Youth Exchange programmes organised by NYKS, radio jingles, documentaries, pamphlets etc. are being conducted.
β Road Requirement Plan-I (RRP-I) for LWE affected areas: This Scheme is being implemented by Ministry of Road Transport & Highways for improving road connectivity in 34 LWE affected districts of 8 States i.e. Andhra Pradesh, Bihar, Chhattisgarh, Jharkhand, Madhya Pradesh, Maharashtra, Odisha and Uttar Pradesh.
β Road Connectivity Project for LWE affected areas (RRP-II): The Government approved this scheme on 28.12.2016 for further improving road connectivity in 44 districts of 9 LWE affected States. This Scheme envisages 5412 km roads and 126 bridges at an estimated cost of Rs. 11,725 Crores

β Why in News: The Law Ministry has approved the Parliamentary Standing Committee on Personnel, Public Grievances, Law and Justiceβs proposal to create regional Supreme Court benches across India, the committee recently informed the Lok Sabha.
β According to Article 130 of the Indian Constitution, the
Supreme Court will have its sessions in Delhi or at any other location that the Chief Justice of India (CJI) may designate at any time, subject to the Presidentβs assent.
β Law Commission Report: The 19th Law Commission Report (2009) suggested setting up four regional benches to hear non-constitutional cases in Delhi, Chennai or Hyderabad, Kolkata, and Mumbai in an effort to make the Court more accessible.
β Bar Councils: Southern Bar Councils petitioned the Chief Justice of India in July 2021 to establish a southern bench of the Supreme Court.
