The District Consumer Disputes Redressal Commission in Sambalpur, Odisha fined a photocopy shop owner Rs 25,000 for refusing to return Rs 3 to a customer. The shop owner also charged the customer Rs 3 extra for a photocopy. The shop owner failed to provide a receipt or bill, which is considered an unfair business practice. The shop owner also caused the customer mental agony and harassment. The commission ordered the shop owner to: Return the extra Rs 3 Pay Rs 25,000 as compensation for the customer's mental agony and harassment
