Protest moods are now present at many of the country's enterprises. At some, employees are going on strike in groups. At others, those who could not find supporters at their own enterprise, who would openly state their position on what is happening in the country, go on single strikes. “I did not incite anyone else to strike, this was purely my decision. This is a personal business, and everyone should decide for themselves”, says Dzianis Zhyzhneuski, a bus driver at the branch “Bus depot No. 6” of the state enterprise “Minsktrans”, who refused to start his shift today until his demands are satisfied.

Lukashenko appointed a new Minister of Internal Affairs

The 45-year old Ivan Kubrakou, who replaced Yuri Karaev, was the head of Minsk police and earlier - head of the Vitebsk region police. He spoke to the state-owned BelTA news agency on October 25 where he claimed that the day before, when the People's Ultimatum expired, “more aggressive and active protesters” aimed to occupy the city center but were stopped by the police.

He also claimed that the protesters threw stones at the police officers and administrative buildings, and attacked the Central police precinct. This caused the police to use force against the “aggressive mob.”

Kubrakou was the one who in 2012 suggested that the riot police get back the name OMON (Special Purpose Police Detachment) which became their “brand” of sorts.
EXPULSION ORDERS FOR PROTESTING STUDENTS

BSUIR
On Wednesday October 28, the "Peaceful BSUIR" telegram channel published a piece on the expulsion orders that are being prepared. Allegedly, there were 65 people to be expelled - the students who were previously detained. 31 of them studied at the Computer Networks and Systems department, the dean of which quit. The information hasn't been verified yet, by noon of October 29, nothing was known about expulsions from BSUIR.

BNTU
First reports of expulsions from BNTU appeared on October 28. On the morning of October 29, the students were summoned one-by-one to the rector's office so they can familiarize themselves with the expulsion order. The list includes over 50 last names from 10 departments. The order itself isn't given to the students, only the excerpts are shown. Male students also get a summons to the military commission (first step in being drafted).

BSUCA
On the morning of October 29, the doormen received photos of the expelled students and an order to not let them in. According to the students themselves, 17 people were expelled. No official information is available as of yet.

MSLU
The students don't know about anyone being expelled. There are, however, talks about it. Martin Petrovich, a student of the German Language department, told that he was forced to write an explanation letter: "They called my mom, said that if I won't calm down I will be expelled." The talks were held by Natalia Lapteva, rector and former dean of the German Language department.

BSAA
Three students were expelled and two were officially reprimanded.

BSMU
About 20 students were expelled yesterday, there are rumors of dozens of expulsions.

BrSTU
Nine students of Brest State Technical University got onto the expulsion list. All of them participated in a solidarity demonstration on October 26. The official reason is "multiple breaches of agreement on training specialists with higher education, breach of the Internal rules for BrSTU students."
A legendary biathlete Nadezhda Skardino signed a collective letter against violence and for Lukashenka's resignation. She is the 1000th Belarusian athlete to do so.
Today Alexander Lukashenko said that Andrzej Duda (President of Poland) falsified his election victory. Back in July, though, Lukashenko congratulated Duda on his victory. That official congratulations letter mentioned “a choice of tens of millions of Poles.”
Lukashenko talked about “public security matters” to his new regional assistants - all former chief law enforcement officers, (including Yuriy Karaev).

“If you need to be reinforced by the military, like it was in summer, we'll do it. This is in my power.”

“The airborne brigade in Brest has legal authority for this. And there is a huge mobile infantry brigade in Hrodna. This is your support, and one for the governors.”

“The civil militias need to work. They should get active and protect.”

“Why don't we have ex-military people join these mobile groups and have them armed? They could really help us.”

Employee of a software engineering company and his girlfriend were attacked outside of their Belarus home earlier today. As soon as the couple walked out, a man seen waiting for them on CCTV footage, handed Yegor a piece of paper and immediately punched him in the face.
Angelina, Yegor's girlfriend, tried defending him from the attack, but was herself beaten and dragged around the floor.
More unmarked men wearing ski maks as face covering rushed to the scene, twisted Yegor and Angelina's arms and loaded the into an unmarked SUV.
When stunned onlookers questioned what was going on, the men said they are "from the police". When passers by asked them to introduce themselves, the men said they have "already done that".
Lukashenko said that the diplomas received abroad won't be recognized in Belarus.

“If they [students] think they will study there, they'll get brainwashed, like the Poles do to our kids who study there and then sent here as the "fifth column... This won't happen,” Lukashenko said.

“I gave an order to the government. Soon they'll take steps to make the foreign diplomas void in Belarus.”
SVIATLANA TSIKHANOUSKAYA DIAGNOSED THE PANIC OF THE REGIME

“The regime is destroying itself. Closing the borders (for several hours, no one including Belarusian residents couldn't enter Belarus today — editor's note) and making these new appointments are signs of its weakening. It makes inconsistent decisions because it's panicking. But by trying to isolate Belarus it isolates its powerbase and loses the loyalty of its followers. And the constant reshuffling of bureaucrats shows that the bureaucracy has less and less power and motivation to execute its orders.

All of this is a result of our peaceful protest, which means we need to stand our ground. Each new day brings us closer to victory and the regime - to its downfall.”
Border Committee on closing the borders:

“Due to the epidemic in the neighboring countries, the Republic of Belarus will temporarily limit access to its territory through land-based transit stations to certain private citizens of Latvia, Lithuania, Poland, and Ukraine.”

The closure doesn't affect:
- Employees of the diplomatic and consular organizations, if these employees carry diplomatic or service passports;
- International truck drivers;
- Crews of international trains.

The transit station at the Minsk national airport functions without these limitations.
UNDERAGE STUDENTS BEATEN BY COPS

Five 17-year old university students were detained on October 27 after a solidarity demonstration. Four of them were beaten in the van and later diagnosed with concussions, cranial trauma, nose fractures, and other injuries.

“They were beaten and insulting us in thus bus. Busted our fellow student's nose. The guy in an orange cap got beaten the worst. Probably because it is bright and catches your eye. We heard many insults and threats like ‘let's douse them in pepper spray.’ They punched us, cussed at us, threatened with prison sentence, said that they'll kill us.”
Lukashenko signed an order to prepare for the sixth Belarusian People's Gathering. Prime Minister Roman Golovchanka will head the organizational committee of the event.

Executive committees of Minsk and all the regions will have to create local organizational committees to prepare for and hold the event.
