Congratulating the disbeliever in his festivals is a bigger sin in the eyes of Allah than congratulating someone for drinking alcohol, murdering someone, committing adultery etc.

"As for congratulating them for their designated rituals then it is haram by consensus, like congratulating them for their festivals and fasting so he says: "May this festival be blessed for you" or "May you find joy in this festival” etc
