处理香港乱象的十大对策建议
治理香港乱象，目前来看真是一项具有极大难度的系统工程。怎么办？笔者看来，不仅需要办法，更需要勇气和魄力。
总的来说，我们应该信守承诺，继续坚持“一国两制、港人治港”。但必须赋予一国两制和港人治港的新内涵和新要素。
1、以“一国高于两制”、“国治高于港治”为基本原则，适度修改《基本法》，赋予国家干预香港事务的更大更多权力和深度。
2、修改《驻军法》，适当缩减驻军，增加武装警察驻扎派遣条款。或者，增加《中华人民共和国香港特别行政区武装警察部队部署法》，向香港派驻中国人民武装警察部队。
3、新立法或修改《基本法》，改革香港司法体制，要点是司法人员任职制度改革。
一、是所有立法会议员、检察官和法官必须是中华人民共和国唯一国籍；
二、是所有立法会议员、检察官和法官必须宣誓效忠中华人民共和国；
三、是律政司必须接受最高人民检察院领导，或将律政司改为特区检察院，律政司司长（或检察长）必须由全国人民代表大会任命；
四、是终审法院必须接受最高人民法院领导，终审法院设置院长，由全国人民代表大会任命。
4、修改《反分裂国家法》，明确强调该法适用于香港特别行政区和台湾。
5、国家安全部有在香港执行任务的合法性，国家公安部在香港有侦察经办涉及内地和国家安全案件的权力。
6、继续坚持“港人治港”，但扩大香港特首权力，使其拥有司长级政府官员的提名和免职权力。香港特区政府的司长级别官员通由全国人大任命。
7、废除香港法院的现行古典英式服装和发饰。
8、废除香港警察现行的英式队列动作，采用与内地警察一致的队列动作。
9、香港学校教科书大纲必须由国家教育部会同香港教育部门联合修订，由国家教育部发布。
10、取消香港市民双重国籍的合法性，实行唯一国籍。

一名 43 歲無業男子，在今年6月26日於警察總部外示威期間，向一名警務人員吐口水及以噴漆塗污警察總部正門玻璃門，被控參與非法集結、刑事毀壞及襲警罪。案件在11月26日於東區裁判法院判刑，被告被判處監禁10個月及賠償警方維修費。
任何對執法部門具侮辱和挑釁性的行為，都是挑戰執法部門的尊嚴，不可姑息。
A 43-year-old unemployed man spat on a police officer and sprayed paint on the glass door at the main entrance of the Police Headquarters during the protest on 2019-06-26. Charged with Unlawful Assembly, Criminal Damage and Assaulting Police Officer, he was sentenced to 10 months’ imprisonment and ordered to pay for the repair fees to the HK Police Force in Eastern Magistracy on 2019-11-26.
Any humiliating and provocative acts against law enforcement authority should not be condoned.

Police opened fire when one of the males tried to escape and hit police vehicle with the getaway vehicle. No one was injured at scene. All seven males were arrested for conspiracy to rob. Two males (aged 15 and 17) damaged the ticketing facilities and CCTV in three Light Rail stations in Tuen Mun on 2019-09-07. Charged with three counts of Criminal Damage, the two males were sentenced to Rehabilitation Centre and ordered to pay over HK$280,000 for the repair fees to the MTRC in Tuen Mun Magistracy today.
Police remind that the public should not risk breaking the law.

今日 (2019-12-04) 早上，警方在馬頭圍道及譚公道交界拘捕 4名身穿校服的示威者，分別涉嫌干犯「公眾地方行為不檢」、「藏有攻擊性武器」及「刑事毀壞」罪。
拘捕期間一名男子因襲警及故意阻礙警務人員執行職務而被捕。

Police arrested four protestors in school uniforms for “Disorder in Public Places”, “Possession of Offensive Weapon” and “Criminal Damage” at the junction of Ma Tau Wai Road and Tam Kung Road this morning (2019-12-04).
When the Police were handling the case, a male assaulted and willfully obstructed the Police officers in the execution of their duty. The Police therefore arrested the male.

暴力是一個文明社會不能接受的行為。是其是，非其非，中間沒有妥協的空間。面對任何非法行為，警方必定嚴正執法。
Recently, the Police have seized around 10,000 petrol bombs in the Chinese University, Polytechnic University, other tertiary institutions and the vicinity. Besides, there were a large number of chemicals, offensive weapons and raw materials of explosives.
Violence will not be condoned in any civilised society. One should call a spade a spade. There’s no room for grey area. The Police are making every effort to put an end to violence by enforcing the law.

The Police have seized a large number of chemicals in the vicinity of Shing Mun Reservoir today (2019-12-05). It is believed that the chemicals were brought to the above location for storage after initial investigation. 警方接報指較早前有暴徒於大學實驗室盜取大批危險化學品，並存放在城門水塘附近。今日(2019-12-05)，警方在城門水塘4號燒烤場附近檢獲59支，合共約137公升的危險化學品，當中部分屬高腐蝕性或易燃性，若不慎接觸可能會對身體造成嚴重傷害。
隨意放置危險化學品是一種極不負責任及罔顧他人安全的行為。警方呼籲，如果市民於公眾地方發現任何可疑化學品，切勿接觸並應立即報警求助。
The Police received a report that rioters had stolen a large number of chemicals from laboratories of a university and stored them in the vicinity of the Shing Mun Reservoir. Today (2019-12-05), the Police seized 59 bottles of chemicals with a total volume of 137L near Barbecue Area No. 4 of the Shing Mun Reservoir. Among these chemicals, some are highly corrosive or flammable. Coming into contact with them will cause serious bodily harm.
Reckless disposal of the chemicals is an extremely irresponsible and dangerous act. The Police appeal to members of the public to make a report if they come across suspicious chemicals and not to come into contact with them.
