警方和消防處合作處理暴力事件

今日（十一月十一日）下午四時許在藍田發生一宗襲擊致造成身體傷害案件。
一名休班警務人員於藍田啟田商場附近的巴士站，被一批暴徒包圍及指罵他用手機拍攝暴徒在現場掘磚頭的情況。他之後嘗試離開現場，卻被暴徒追趕。在追逐其間，人員遇上數名消防員，並上前要求協助報警。該數名消防員一度成功分隔該人員及暴徒，惟現場暴徒人數眾多，該人員被暴徒拉走及再度被圍毆，有人甚至用鐵通襲擊他。最終，他成功登上停泊在附近的一輛消防車，等候救護員到場進行初步治理，並由警車接載返回警署。該人員頭部受傷流血，手機被搶去，送往醫院進一步治理。
警務處及消防處留意到有關影片在網上流傳，並引起公眾關注，有人質疑在場消防員沒有向傷者施予援手。雙方管理層嚴正澄清，事發時現場環境非常混亂，消防員曾嘗試協助分隔雙方，惜寡不敵眾，未能制止暴徒。警務處及消防處嚴厲譴責一切暴力行為，並強調事件不會影響兩部門的合作關係，未來將會繼續互相支持。警方已就事件展開調查，必定將違法者繩之於法。
Police Force and Fire Services Department jointly handle a violent incident

A case of assault occasioning actual bodily harm occurred in Lam Tin this afternoon (November 11).
At around 4 PM today, one off-duty officer was surrounded and verbally insulted by a mob at the bus stop near to Kai Tin Shopping Centre, Lam Tin, as he was taking photographs of the rioters digging bricks from pavements. He then attempted to leave but was chased after by the rioters. During the chase, he came across several fire officers from whom he sought help to report to Police. The fire officers once managed to segregate the off-duty officer from the rioters but were soon outnumbered. The rioters then dragged the officer to one side before beating him up and even attacking him with iron rods. At last, he manged to board a fire truck parked in the vicinity where he received first aid. A Police vehicle then conveyed him to a Police station. He sustained head injuries, had his phone snatched and was sent to hospital for treatment.
Both Police Force and Fire Services Department are aware that the relevant videos circulating online have aroused public concern. Some question why the fire officers did not render assistance to the injured person on the spot. The two departments hereby clarify that due to the chaotic situation, the fire officers indeed made an effort to segregate both sides but were eventually outnumbered, hence unable to stop the rioters. Police Force and Fire Services Department jointly condemn all acts of violence and stress that this incident will not affect the partnership and continued support shared between the two departments. Police have launched an investigation into this incident and will bring all offenders to justice.

【入夜後有暴徒襲擊市民 警方全日拘捕超過260人】
於晚上九時許，有暴徒先後在旺角亞皆老街一帶，襲擊路人，至少兩名男子被暴徒圍毆，受傷倒地。其中一名傷者為的士司機，其的士擋風玻璃及車身亦被打爆及破壞；另一名男傷者亦被暴徒拳打腳踢，滿頭鮮血。另外，有路人在將軍澳被大批暴徒包圍及拉扯；又有暴徒推翻一輛客貨車及縱火焚燒，火勢非常猛烈，冒出大量濃煙。
警方警告暴徒立即停止傷害他人的行為，警方必定嚴正執法。截至目前為止，警方今日於全港多區拘捕超過260人。因應暴徒的暴力破壞行為，警方會繼續採取執法行動。
At around 9:30PM, some rioters assaulted passers-by in the vicinity of Arygle Street, Mongkok. After being battered by the rioters, at least two males were left injured lying on the ground. One of the victims, a taxi driver, had his taxi damaged and the windscreen smashed by the rioters. Another male was also beaten up and kicked by the rioters, and was left with bloody head injuries. On the other hand, a passer-by was surrounded and pushed by a large group of rioters in Tseung Kwan O. The rioters also turned a light goods vehicle on its side and set it on fire.
Police warn the rioters to stop brutalizing others. Police will take enforcement action. As of now, Police have arrested over 260 persons today in Hong Kong. Police will carry on with the enforcement action in response to the illegal acts of the rioters.

【九龍塘有激進示威者從高處擲磚頭及堵路】
自早上七時起，有激進示威者聚集一條通往於九龍塘城市大學宿舍的行人天橋，從高處向地面投擲磚頭等硬物；有激進示威者在歌和老街和達之路交界，以磚頭、木板及鐵欄等雜物堵塞多條行車線。
警方正在附近一帶驅散，期間施放多枚催淚煙。由於相關馬路被堵塞，現場交通嚴重堵塞，警方呼籲駕駛者及外出的市民留意最新交通情況。
Since 7AM this morning, some radical protestors have been gathering at a footbridge leading to the Student Residence of City University of Hong Kong , Kowloon Tong, throwing bricks and other hard objects from the heights to the ground. Some radical protestors set barricades and obstructed the junction of Cornwall Street and Tat Chee Avenue with bricks, wooden board and iron railing, etc.
Police is now conducting dispersal operation. Tear gas has been deployed. Due to the current situation, drivers and members of the public are advised to stay tuned to the latest traffic arrangement.

【示威者堵塞中環一帶道路】
自今日中午十二時起，大批示威者持聚集在中環德輔道中、干諾道中和畢打街一帶，並以磚頭及大型雜物堵塞多條馬路，目前情況仍然持續，令附近交通非常擠塞。
警方預計黃昏將會是港島一帶交通最繁忙的時間，人流車流會更密集。警方警告示威者立即停止一切違法行為及離開現場。因應現場情況，警務人員將會進行驅散行動，如有需要，使用最低所需武力，包括催淚煙，驅散示威者。警方呼籲圍觀市民立即離開，並提醒附近一帶市民留意最新情況，如有需要，應關好窗戶，並留在室內安全地方。
Since noon, a large number of protestors continue to occupy Des Voeux Road Central, Connaught Road Central and Pedder Street in Central. They have also blocked multiple roads with bricks and large objects. Since the situation persists, traffic in the vicinity is seriously obstructed.
The Police expect busy traffic at peak hours this evening and warn all protestors to stop all illegal acts and leave immediately. In face of the situation, Police officers will embark on a dispersal operation, and if necessary, using appropriate force including tear gas. The Police appeal to all bystanders to leave immediately and remind citizens in the vicinity to stay tuned to the latest situation. They are advised to keep windows closed and stay indoors, if necessary.

As the night fell, the situation remained tense in Chinese University of Hong Kong. In pursuit of a peaceful solution to diffuse the situation, the Police have communicated with the school and are arranging a retreat to stop the standoff. The Police appeal to protestors to stop charging. A Specialised Crowd Management Vehicle is on stand-by at the scene and will be deployed to assist a retreat if necessary.
In the meantime, the protestors in CUHK are reminded to refrain from throwing objects onto Tolo Highway and MTR track. Such acts seriously hamper the safety of train system and threaten passengers’ safety.

As the night fell, the situation remained tense in Chinese University of Hong Kong. In pursuit of a peaceful solution to diffuse the situation, the Police have communicated with the school and are arranging a retreat to stop the standoff. The Police appeal to protestors to stop charging. A Specialised Crowd Management Vehicle is on stand-by at the scene and will be deployed to assist a retreat if necessary.

警方在多次警告無效後，在別無選擇的情況下使用最低所需武力，包括人群管理特別用途車輛，以協助離開現場。
警方警告所有暴徒立即停止所有違法暴力行為並立即離開現場，警方對於暴徒漠視並違反校方與警方的協議表示極度遺憾。
To de-escalate the situation, the Police and CUHK have reached a consensus in search for a peaceful solution. However, the situation in the CUHK continues to intensify. As Police officers were retreating, rioters threw bricks, petrol bombs, launched arrows and even fired a signal flare at Police officers. Such violence has reached a deadly level, posing a serious threat to everyone at the scene. The rioters threw hard objects and petrol bombs onto Tolo Highway, endangering road users’ safety. The rioters also hampered emergency services including ambulance services.
Having given repeated warning in vain, the Police have no choice but to deploy the minimum necessary force, including a Specialised Crowd Management Vehicle, to facilitate retreat.
The Police warn all protestors to stop all illegal and violent acts, and to leave immediately. The Police express regret over the fact that the rioters had defied an agreement made between the Police and the University.

由於擋風玻璃視線受阻，警察接報到場後協助抹走有關噴漆，令相關車輛可以安全駛走。
警方澄清事件絶非如網上謠言般，是警方主動截查有關車輛，而實情是警方接報到場協助清理暴徒蓄意塗污的車輛。

【暴徒惡意襲擊警務人員】
暴徒繼續在全港多區大肆破壞堵路，嚴重破壞公共安全和秩序。在今日（十一月十四日）上午約六時四十五分，有暴徒由香港理工大學方向，向數名在尖沙咀柯士甸道與漆咸道南交界巡邏的警務人員射箭，行為足以致命。警方增援後，暴徒繼續在附近投擲花盆，對其他市民造成危險。
因應現場情況，警方向暴徒施放催淚彈驅散，期間暴徒第二輪射箭。稍後約八時五十分，暴徒第三輪射箭，情況非常危險。現時，柯士甸道介乎彌敦道和漆咸道南部份封閉，不能前往理工大學方向。
目前，案件中沒有警務人員受傷，在現場警方檢獲六支箭。案件暫列「襲警」，交由油尖警區刑事調查隊跟進，暫未有人被捕。

Rioters continue to block roads and wreak havoc at various districts, seriously jeopardising public safety and order. At around 6:45 AM today (Nov 4), some rioters shot an arrow from the Polytechnic University to several patrolling Police officers at the junction of Austin Road and Chatham Road South. Such an act can kill. When more officers came to their aids, rioters still threw flower pots from heights, endangering public safety.
In face of the situation, Police officers have deployed tear gas to effect dispersal, during which rioters shot another round
【暴徒惡意襲擊警務人員】
暴徒繼續在全港多區大肆破壞堵路，嚴重破壞公共安全和秩序。在今日（十一月十四日）上午約六時四十五分，有暴徒由香港理工大學方向，向數名在尖沙咀柯士甸道與漆咸道南交界巡邏的警務人員射箭，行為足以致命。警方增援後，暴徒繼續在附近投擲花盆，對其他市民造成危險。
因應現場情況，警方向暴徒施放催淚彈驅散，期間暴徒第二輪射箭。稍後約八時五十分，暴徒第三輪射箭，情況非常危險。現時，柯士甸道介乎彌敦道和漆咸道南部份封閉，不能前往理工大學方向。
目前，案件中沒有警務人員受傷，在現場警方檢獲六支箭。案件暫列「襲警」，交由油尖警區刑事調查隊跟進，暫未有人被捕。

暴徒繼續在全港多區大肆破壞，並在不同地區用雜物設置路障，嚴重破壞公共安全和秩序。警方留意到，今早在理工大學附近有暴徒惡意堵路，而有正義市民不齒有關暴行，自發清理路上的路障，回復交通秩序。但暴徒竟然針對無辜清理路障的市民，投擲磚頭和硬物，對於市民的人身安全造成極大的威脅。
早前，亦有暴徒針對清理路障的市民投擲硬物，例如在昨晚（十三日），暴徒在紅隧口理工大學天橋投擲膠櫈，其後更擊中行駛中的汽車。前日（十二日），暴徒在香港大學薄扶林道天橋向清理路障的市民投擲硬物，擊中他的頭部受傷。
警方警告暴徒必須立即停止所有暴力行為。警方呼籲市民儘量避免在危險地方自行清理路障，以免被暴徒施襲。警方會盡最大能力，回復社會秩序和交通安全。
