በፀደቀው አዋጅ መሰረት መንግስት ለንግድ ባንክ የሚከፍለው ገንዘብ 845.3 ቢሊየን ብር ሲሆን በሶስት አመት እፎይታ በ10 አመት ተከፍሎ የሚጠናቀቅ ይሆናል። በተጨማሪም ለባንኩ የካፒታል ማሳደጊያ 54.6 ቢሊየን ብር የፀደቀ ሲሆን። ለባንኩ በጠቅላላ የሚገባ ገንዘብ ወደ 900 ቢሊየን የሚጠጋ ነው።

የማክሮ ኢኮኖሚው አንኳር ማሻሻያ ከሆኑት መካከል የልማት ድርጅቶችን ቁመና መስተካከል ሲሆን። ንግድ ባንክን ከገባበት ያልተገባ ጫና በማውጣት እንደማንኛውም ባንክ በነፃነት እንዲንቀሳቀስ መንግስት ከአጋር ተቋማት ጋር ስምምነት መድረሱ ይታወሳል።

ከዚህም መካከል የልማት ድርጅቶች ወስደው ያልከፈሉትን እዳ በብድር ሰነድ መልክ መንግስት እንዲከፍል እና ካፒታል ማስተካከያ እንዲያደርግ የአለም ባንክ ደግሞ ለባንኩ ተጨማሪ 700 ሚሊየን ዶላር እንዲያቀርብ ከስምምነት ተደርሷል።
